Is it better to use bone or frame-based animations to save framerate?

Is frame-based the only way to change a skinmesh's texture?

Also, is there a way to create animations using sketchup models, or do I need to get another tool to do it?

bone animations are faster, and take less space
yes
sketchup is for modeling only. I would go for Blender for animating. I would go for the beta, that is a bit easier to use

I was able to use sketchup for frame-by-frame animating by just making multiple rad plug-in exports to rad, then renaming and copying the mesh.x file in each one to just one, and rename the 000 to 001, 002, ect. for the mesh frame order I wanted.

They should update the plugin for rad to allow you to do this by selecting each sketchup mesh file you want to use to make one of these.
