There are a few possible issues in the configuration.
I believe for the forum to send out emails for what ever reason, you have to add you own email information for it's server and passwords.
I mean..
#1 use your current email provider, make a new additional email and give it a name like [email protected] for example.
then in the forum settings you would enter that email server name and port and password.
What this does is allows the forum to receive and send emails using [email protected] as it's own.
that should fix the password recovery process.
Why i was having issue's creating an account.. i cant say.
I can only guess you need to change or maybe reset the forum options if it has that option and start over.
PS If you really want some help with your forum, make me a new account, and set me as an administrator like you, so i can check the forum settings. ( use any other name besides tinsoldier, i'll fix that account).

PS if your concerned about allowing me access to the forum, i was a forum admin on 3drad.com & 3impact.com before it was sold, that later changed to moderator then Fernando fired all 5 or 6 moderators and assigned new ones.. go figure .
