Motion blur is not possible in 3DRad. You can still have radial and non-motion blur.

Yes, "motion blur" might be a little confusing.
The animators at pixar might be able to explain this better.
If an object is moving really fast across the screen, without motion blur, you might not even see it, but because there is a fading trail behind it, the human eye perceives it as a very fast moving object.
Now, if you look at the procedure used for the currently possible motion blur in 3DRad, it doesn't take into the account how fast the objects in the view are moving. This kind of motion blur ages back to games made in the 1990's.
