Is it an object or the project I have downloaded. I have seen something written about it on the homepage of 3drad. If it is an object, I need for my project.

It is an object. It's a bit like the basic car object, but with more advanced controls and stuff. Have a look at its help file for more info.

I have no internet on my computer except on my mobile. I can not access the help. I cannot see any object like pcar. U. Have version 6 And 7. Please please tell me how can I download the object?

himel... the help files are on your computer when you install 3DRAD... you don't need to be connected to the internet to browse the help files...
are you saying that you don't have a browser installed... i doubt that...
just open a new project... add a pcar (you already have it if you have a later version of RAD)... double click on ot to open the properties dialog... then find and click on the HELP button... a full description of the pcar will open up...
